CLP Foundation

Luiz Felipe d'Avila creates CLP to change the attitudes and beliefs of public leaders to secure fundamental changes in the governance, design and delivery of public services in Brazil.

1st course for mayors one week with 18 newly elected mayors, representing nine states.

2009

Training review


Months after taking the first course for mayors, we noticed the persistence of old habits. Thus, we reviewed our performance and split the courses into modules to keep the change in culture active.

Launch of the first CLP paper on the diagnosis of Brazilian economic growth, by Ricardo Hausmann.

2010-11

Mobilization, engagement, and priorities


We developed the Mobilization area to encourage government officials to adopt the structural changes that Brazil needs

1st CLP Forum – Determining Priorities and Leading Transformational Changes, brought together 150 participants. Political reform debate group: #euVotodistrital Movement promoting a district-based election model.

Launch of the 1st Competitiveness Ranking of Brazilian States

2012-14

Complex problems in the public sector


As of 2013, we started to act alongside governments to implement changes. We created The Transformation Management area to make teams capable of delivering results, aiming to institutionalize public policies.

Management consulting: coaching & mentoring for public leaders. "Municipal Management Program for the New Economy" in Santa Catarina.

Municipal Leadership and Management Course: Brings together 61 leaders trained in four modules.

1st MLG Class: Postgraduate program that trains leaders.

2015-16

CLP impact scale


We focus on maintaining and continuing the initiatives that distinguished themselves for their potential impact for a better State.

Launch of the Brazilian Education Opportunities Index (IOEB, according to its acronym in Portuguese for Índice de Oportunidades da Educação Brasileira).

Completion of Management and Competitiveness Leadership (LGC, according to its acronym in Portuguese for Liderança Gestão e Competitividade).

Seven major projects that cover: state and municipal with great potential for institutionalization.

2017

Looking to the future: 360° vision and action


Strategic planning focused on the next five years (2017-2021), with performance and goals definition.

Beginning of MLG Class 4.

Definition of PLC's causes: Social Security Reform; Political Reform (district vote, people management in the public sector, and competitiveness); parliamentary fiscal responsibility.

Learning experiences: virtual and face-to-face gain strength and involve servers and managers with little access to quality content.

2018-19

A decade of CLP


Active participation during the election period.

1st National Meeting on Leadership and Public Management , discussing transitional governments and people management from different perspectives.

1st online conference on municipal management.

Dinner celebrating the 10th anniversary brought together presidential candidates discussing the future of Brazil.

More than a thousand municipalities impacted by courses and workshops.

Creation of a digital strategy that impacted more than three million people.

Social Security Reform: after intense awareness work, the text was approved, and we managed to reduce inequality and fight against privileges.

2020

Advocacy and Resumption


Economic Agenda and Reforms 2020 event with the attendance of the Finance Minister Paulo Guedes, and the Speaker of the House, Rodrigo Maia.

Fighting against the pandemic: We have taken actions to reduce the COVID-19 impact and resume the country's growth.

Launch of the COVID-19 Ranking of States.

Political Reform: We intensified the discussion about reform to ensure greater representativeness.

Administrative Reform: Actions aimed at increasing efficiency and appreciation of public services.

Competitiveness: we got closer to regional leaders to increase local competitiveness.

Launch of the municipalities Ranking a tool that seeks to guide Brazilian public leaders' performance in improving the competitiveness of cities.
